Canadian House of Commons

HOC

Established in 1867 when the British North America Act 1867 was passed, the House of Commons is the most important legislative body that exists in Canada. As the lower house, the House of Commons maintains the ability to pass bills that deal with domestic and foreign issues and programs. At VYMUN, in the absence of the upper house and the executive branch, the House of Commons will act as the defacto sole legislative authority.

The House of Commons is an intermediate committee designed for delegates with experience and a keen interest for Canadian politics. At VYMUN, the House of Commons will operate not under the traditional MUN Rules of Procedure, but under the Parliamentary Procedure instead. HOC Primary Member Resolutions (PMRs) are written in their own format, a guide on how to write one is attached to this page. Throughout the conference, members of the House of Commons will be amending a bill that is the result of the PMRs that have been submitted prior to the conference.

The HOC is designed for delegates of all experience levels, and those interested in Canadian politics and government. Private Member Resolutions (PMRs) are mandatory for this committee.
